Corruption in Energy Sector Hard Nut to Crack: Minister Reply

Corruption in Energy Sector hard nut to crack: Minister

Saleh Al Shaibany – Times of Oman – saleh@timesofoman.com

March 4th 2014

Rumhy Restucci

Dr Rumhy and Restucci of PDO

Muscat: Corruption in the energy sector is a hard nut to crack and gave no assurances that it would not happen again in the future, said Minister of Oil and Gas Dr. Mohammed bin Hamad Al Rumhy yesterday.

Answering a question about whether as oil minister he should take responsibility of the corruption in his sector, Rumhy said: “I am taking responsibility but I am not taking the blame for it”

The minister of oil and gas said he was “disappointed~ about the corruption in the oil and gas sector but the measures have been in place to prevent bribery for a number of years.

“I have personally asked the State Auditors since year 2000 to audit the oil and gas sector. But I don’t think we have anything in place to eradicate corruption to a zero level,” he said

“It is happening now and it will happen again in the future. We cannot monitor and regulate human behaviour and follow people around to find what they are doing all the time,” Rumhy told reporters in the annual oil and gas meeting.

A number of people have been sentenced on corruption charges in the last three months after officials of Oman’s premier energy sector including the country’s flagship oil producing company, PDO and its investment arm Oman Oil Company, were convicted of ‘phising’ off millions of Rials into private accounts.

Raoul Restucci, PDO Managing Director, answering a question said “We are shocked and angry but (corruption) represent a small number of employees. I don’t think we should control more but what we need is to learn from it. What is also needed is consequences management to make people more responsible to what they do”

There is a famous East African saying that goes like this – The one who digs a well will go in himself! A Chinese one goes like this – If you dig a grave for your enemy – dig two graves! And keep one for yourself!

I am watching with great concern and consternation unfolding events in Ukraine where it is most likely for a full scale war to now erupt at anytime – from a fast changing scene a few days back where it seemed the violent demonstrations that took so many lives were ending and with a peace deal in the formation! All these things have now changed conversely for the worse instead!

As an Omani I am very proud and in holding my head high with pride and esteem with our HM and country policies of  ‘non intervention’ in the affairs of other countries! This is the reason why Oman is highly respected and esteemed in the international arena!

Oman did not rush to offer aid to Egypt (even if it could!) to Egypt after the violent bloody put down of demonstrations army led and to overthrow a democratically elected government – even if the win was by a thin margin! Democracy is democracy – even if you hate and dislike the winners! And the rule applies to all – not only to Western countries! Either you do it – or don’t! There is no middle ground here!

Please do not get me wrong! I am not a Muslim Brotherhood supporter – even by default or inadvertently! I wrote an article titled – Morsi: A Question of Management? – where my views are explicitly clear! I may even dare to going to say with audacity that Religion and Politics do not mix well – and Religious inclined parties need to evaluate their modus operandi and strategies well before going into politics – certainly when running for elections!

See The Articles Here!

http://majidwrite.com/2013/07/27/solving-our-own-problems/

The modern world does not mix well with politics – and as we see the mess all over the Islamic and Muslim world now – from Afghanistan, Pakistan, Iraq and particularly Syria and Egypt now in the making! My sincere advice – watch the Egyptian scene – another Ukraine in the making!

Now the IMF and others are targeting countries like Uganda because of ‘curbing homosexuality trends’ with enacting stiff penalty laws! The interference in others’ internal affairs becomes a matter of routine and practice – and knows no bounds or barriers.

I find it strange that some of those that supported Sissi take-over of Egypt have now left the country – and living abroad. And he Sissi had even ventured to go to Russia to buy weapons – and their support for him because of their dislike of so-called ‘Islamic Governments’ – and the Afghanistan invasion is still not a learner to them – even now years later!

And looking at events like in CAR where massacres of Muslims are daily occurences – under even the so-called watches of UN and International forces! They know they can – when we do to our own without any feelings of impunity and conscience – and the continuing proxy wars of The Islamic Leading countries that should work together to ‘protect and preserve Islam’ – rather than doing the opposite with great harm, destruction and calamities instead!

Excuse me  please! – I am not a Political Analyst or Expert – but please forgive me for not stopping to reflect now in all that is happening now – and in smirking all over my face now! I am not the one that likes to brag – but saying ‘I told you so!’ – applies to many of us now – even to the small environments like offices with dirty games of the Mafias and The Old Guards that do not trust their own – and ‘in shooting at their own troops’ instead!

The worst evil games is causing frictions, splits and divisions between people – and using polarization tricks even!

May The Good Lord Protect and Preserve us from his anger and fury – Ameen – Amen.

I do not know about you but I have recently found that at whichever turn I take now I do meet people that are not good nor sincere people in life that will make promises but not keep – and will purposefully and willfully annoy and upset you with bad hearts and intentions! They are the same people that would easily land you in great distress and troubles if it will suit them – and there are simply no red lines or barriers.

People that are proud and conceited – and even if they know they have done something purposefully wrong to you will Never Apologise – but smirk as you squirm and fidget.

People that will put fingers in your eyes – and expect you to not fidget and remain calm!

People that are moving us into polarization, divisions and splits – and abuse our hospitality, respect and welcome – because they see us divided, polarized, weak and docile!

People that are purposefully and willfully rude, arrogant, mean, vicious and dastardly!

Something gotta give – or break at anytime – like the cinder fire burning heatedly underneath before it surfaces – and explodes in our faces!

People that will judge and criticize you without knowing all the facts and the truth – because it suits them – or just do not care or bother!

It seems it is the in-thing fashionable thing to betray and cause harm and destruction as just being The Norm for many of them!

But the worst kind are those people that can help you in your plight and situation – but choose not to and not to be bothered! Why rock the boat? And what for?

Day by day things are getting worse – and even those people that were once considered nice and helpful are joining the bad and nasty group – with no scruples or conscientious objection.

We simply need to self analyse our selves and in deep conscience before we enter the cesspit of only more decay, decadence and malaise!!

Perhaps it is the age thing or depression setting in – or simply having been beaten many times before one has become sensitive and small things that never upset and annoy you before now do!

Perhaps being diabetic is also a contributory factor!

What do you think? Have you any views to share with the rest of us? Why are people so proud and conceited that only they are important and the rest are not! That they are only ones that are correct, ethical, principled and professional – but the rest are not!

It is not only outsiders but goes now with so-called friends, relatives and even family members too!

People that enjoy seeing others in troubles and distress – or enjoying putting them in troubles and distress.

No one cares or bothers anymore – and Religion has just become ‘a fashion’ – but not to put your soul, heart and mind into it!

And Yes! We do see things Live on Television how small things with bad hearts have turned so bad and led them to great disasters and calamities – but we ado not care nor bother – as if nothing can happen or touch us!

Allah have mercy on us!

Very sad and tragic!

May Allah Have mercy on us and Guide us to the right path and way – Ameen Amen

A story of migrants in Lebanon, whose dreams of finding a new life abroad often turn out to be little more than fantasy

For years before Syrian refugees began flooding over the border into Lebanon, undocumented migrants from Egypt, Iran, Iraq, Somalia and Sudan have been making the hazardous journey there. This film hears from the refugees themselves, about why they came to Lebanon in the first place, what their lives are like, and where they hope to eventually be.

For years before Syrian refugees began flooding over the border into Lebanon, undocumented migrants from Egypt, Iran, Iraq, Somalia and Sudan have been making the hazardous journey there.

Most of them do so in the often vain hope of being relocated by the United Nations High Commissioner for Refugees (UNHCR) to Europe, the US or Canada.

To get to Lebanon, they cross borders and rough terrain. But when they get there, they live on the margins of society and often have to stay far longer than expected.

This film hears from the refugees themselves, about why they came to Lebanon in the first place, what their lives are like, and where they hope to eventually be.

Through three main characters – a Sudanese woman, a young Iraqi, and a Syrian man – the film tells the story of their alienation from mainstream society and their prolonged wait to have their cases processed.

For many migrants, the dream of starting a new life abroad often turns out to be nothing more than a fantasy. Sometimes they never leave, and their journey to Lebanon is truly just a ‘passage to nowhere’

Syria overtakes Afghanistan as the country with the highest refugees in the world! Watch Ukraine now!

“For him it was a dark passage which led to nowhere, then to nowhere, then again to nowhere, once again to nowhere, always and forever to nowhere, heavy on the elbows in the earth to nowhere, dark, never any end to nowhere, hung on all time always to unknowing nowhere, this time and again for always to nowhere, now not to be borne once again always and to nowhere, now beyond all bearing up, up, up and into nowhere, suddenly, scaldingly, holdingly all nowhere gone and time absolutely still and they were both there, time having stopped and he felt the earth move out and away from under them.”

The Ukrainian Peace Deal

Can The Arabs Learn From Ukraine? Now also from Venezuela?

To pulling out from the precipice just in time for the sake of the Nation???

Anti-government protesters man barricades in Kiev Ukraine 2 People gather around tents erected by anti-government protesters in Independence Square in Kiev Anti-government protesters man barricades in Kiev

(Reuters) – A breakthrough peace deal for Ukraine halted two days of violence that had turned the center of the capital into a war zone and killed 77 people, bringing sweeping political change that met many demands of the pro-European opposition.

Russian-backed President Viktor Yanukovich agreed to give up powers, hold early elections and form a government of national unity. Parliament voted for changes to the legal code that could see the release of Yanukovich’s jailed rival, opposition leader Yulia Tymoshenko.

By nightfall, opposition leaders who signed the deal were addressing peaceful crowds from a stage in Independence Square, which for the previous 48 hours had been an inferno of blazing barricades and protesters were shot dead by police snipers.

Although the flames were out, the crowd was still defiant, holding aloft open coffins of slain demonstrators and making speeches denouncing the opposition leaders for shaking hands with Yanukovich.

Sad what is now happening in Egypt – used to be the leading Arab Nation now reduced to discord, splits and divisions! So are the Arab Nations – others and even those that went through the Arab Spring Revolutions! Like Libya, Yemen etc!

When we Arabs will ever learn? Until it is too late for everyone?

Like George Bernard Shaw said it – or words to similar effect – Islam is the best religion in the world – but its people are the worst!

Leading Islamic Nations instead of uniting  all us and for the sake of our Islam are fighting proxy wars – and causing more harm, decay, havoc and disasters to others! :(!

I have covered this particular topic widely and intensively in my columns – See some examples below! –

Nigeria – President Goodluck Jonathan accused internationally respected career banker Lamido Sanusi of “financial recklessness and misconduct,” and officially suspended him just days before the governor reportedly planned on stepping aside.

The West African nation’s naira currency immediately weakened in response.

Last year Sanusi reported that $50 billion worth of oil sold by the state’s Nigerian National Petroleum Corp. had not been paid to the government. The Senate Committee on Finance last week ordered an independent forensic audit into the missing money, now said to amount to about $20 billion. The Finance Ministry said missing receipts recovered in an audit accounted for the rest of the missing money
